Cost-Share Opportunities and NC OneMap
The cost of flying and producing high-resolution orthophotography (aerial photography rectified to the curvature of the earth) has been borne traditionally by local governments. Since 2005, the GICC has worked through state and federal government agencies to provide more than $1 million in cost-share dollars for acquisition of this important data. The USGS National Geospatial Programs Office is the key partner in the coordination of federal resources for this effort.
2009 Cost-Share Dollars Awarded
Six counties received NC OneMap cost-share dollars for true-color orthophotography during the 2009 leaf-off winter flying season. The northeastern counties include: Bertie, Chowan, Gates, Hertford, Martin and Washington. See a

The US Geological Survey approved a cooperative agreement with CGIA that will provide cost-share dollars for ortho imagery over portions of North Carolina’s largest metropolitan areas consistent with the National Geospatial Intelligence Agency’s (NGA) urban footprint program. Up to eight counties may qualify for cost-share this year. See

The NC OneMap Program supports the timely acquisition of orthophotography so that county photography is refreshed at least every four years throughout the state. This high-resolution photography is important to many statewide stakeholders. It provides the base image for numerous applications including land records management, tax administration, parcel mapping, vehicle routing, development site selection, floodplain management and insurance rate maps, emergency management, zoning, and environmental management. The cost-share effort is consistent with the GICC’s "Statement of Direction for High Resolution Aerial Imagery" and is a potential model for implementation of the Imagery for the Nation initiative. The GICC through the Statewide Mapping Advisory Committee provides oversight for the distribution of available funds.

The State as a Whole
North Carolina governments fly their jurisdictions to update their orthoimagery at irregular intervals. The Statewide Mapping Advisory Committee of the Geographic Information Coordination Council tracks the age of orthoimagery in all 100 counties and major metropolitan areas.
